Baxter's Medical Products global business develops, manufactures and markets products and therapies worldwide that save and sustain the lives of patients with chronic and acute medical conditions. These include intravenous (IV) solutions and administration sets, premixed drugs and drug-reconstitution systems, IV nutrition products, infusion pumps, and inhalation anesthetics, as well as products and services related to pharmacy compounding, drug formulation and packaging technologies. The business also is a leading provider of products and services for peritoneal dialysis, a home-based therapy for people with end-stage kidney disease, and other products used in dialysis therapy. Sales from businesses within Medical Products were $7.2 billion in 2010 and represented approximately 56 percent of Baxter's annual sales.
The Associate Director/Director, Global HEOR, reports directly to the Sr. Director, HEOR, Medical Products.
The Associate Director/Director, Global HEOR will take a leadership role in building a team of professionals that develop and execute Health Economics and Outcomes Research strategies and tactics for evaluating and communicating the economic and humanist value of Baxter Medical Products to customers and payers.
Essential Duties and Responsibilities:
•Build, lead and manage an HEOR function responsible for demonstrating the economic and humanistic value for Baxter Medical Products and therapies.
•Develop and execute HEOR plans that provide HEOR components supporting Medical Products and therapies Market Access strategies for key product development programs.
•Cooperate, collaborate and support regional/country HEOR and Market Access leaders in their efforts to execute Market Access strategies in their regions.
•Develop HEOR elements of Publications Plans and lead HEOR related publications
•Provide HEOR input to Pricing and Reimbursement activities
•Develop and oversee in-house HEOR studies
•Develop and oversee development of global health economics tools (economic models, slide decks, training etc.) and literature reviews/analyses for Medical Products and therapies.
•Oversee database analyses such as patient registry data, epidemiologic research, and others.
•Identify and manage external contractors undertaking HEOR studies on behalf of Baxter Healthcare Corporation.
•Advise and contribute to Medical Affairs and Clinical project teams in the design of clinical trials/studies with health economic and Patient Reported Outcomes (PRO) endpoints in alignment with Market Access strategy requirements.
•Lead health economic and patient reported outcomes elements of clinical and/or registration trials of products in development.
•Assist global marketing in development of training materials and modules related to health economic messages.
•Support business development efforts by assessing a product's economic and quality of life value vis a vis the reimbursement environment and burden of disease
•Represent Baxter at all interactions with FDA/Global Regulatory Bodies on HEOR issues.
•Perform all Baxter business in accordance with all regulations (e.g. EEO, FDA, OSHA, PDMA, EPA, PhRMA, etc) and Baxter policies and procedures.
•Provide personnel and budget management for the HEOR function

Job Requirements:
•Strong HEOR strategic skills with a proven ability to develop and implement HEOR plans in support of Market Access strategies
•Experience in the practice, design, implementation, oversight and presentation of health economic evaluations targeted towards government and other senior level policy makers and executive decision makers.
•Experience building the HEOR components of pricing/reimbursement dossiers submitted to managed care or national authorities
•Excellent interpersonal skills with experience in interacting with colleagues in different functions (e.g. clinicians and marketers) and at various levels of responsibilities within pharmaceutical and / or medical device companies.
•Ability to make effective independent decisions within a matrix environment under minimal supervision
•Capable of working well in a cross-functional team as a constructive and effective member
•Experience in effective collaboration with international colleagues and ability to speak a foreign language desirable.
•Excellent oral and written communication skills with an ability to translate complex health economic data into concepts easily understood by non-experts
•Working knowledge of reimbursement processes for devices and drugs in major international markets
•Personnel management experience required
•Demonstrated track record of effective project/study management.
•Solid basis in scientific approach and an ability to deal with in-depth technical information from a variety of disciplines and foster a high degree of scientific credibility.
•Familiarity with basic statistical concepts
Education and/or Experience:
•Pharm.D., M.P.H., M.S, Ph.D., or M.D. in Public Health, Health Economics, Epidemiology, Medicine, Pharmacoeconomics, Pharmacy Administration, Pharmacy or related scientific field
•Minimum 7 years of experience in health economics and/or outcomes research in pharmaceutical/biotech or medical device corporate environment or health economics consultancy.
•Minimum 3 years experience in HEOR team leadership within the pharmaceutical/ biotech or medical device industry
•Experience managing a staff, budget and concurrent multiple projects
